Fails to satisfy any of the 4 criterion listed at WP:JOURNALIST. He appears to be a politician also but was a mere candidate & per WP:NPOL, which states; Just being an elected local official, or an unelected candidate for political office, does not guarantee notability, that doesn’t satisfy WP:NPOL.
